[stage 24] Implement XEP-0343 (Signaling WebRTC datachannels in Jingle)

This is used to send data using WebRTC DataChannels, so send encrypted data with robust NAT transversal, in a web which can been used by browsers. This is notably useful to send files directly to or from browser (P2P, without upload to server, if connection can be established without relay).
